Voluntary Controlled Schools

Minimum requirement based on the 2012 regulations which state that a governing body should be comprised of the following:

Ø  Ensuring the school is meeting National Curriculum requirements and to review the Curriculum Policy Statement

Ø  Review & update SEF (Self Evaluation Form)

Ø  Review School Profile

Ø  Review Raise Online Data

Ø  Monitor & review information on School Performance

Ø  Monitor & review School Improvement Plan

Ø  Produce Sex Education Policy statement

Ø  Produce RE & Collective Worship Policy

Ø  Review School Prospectus

Ø  Produce & Review the Special Educational Needs Policy

Ø  Setting Targets

Ø  Monitor & review information about school targets

Ø  Reporting to parents according to statutory requirements

Ø  Agree Home/School Agreement

Ø  Monitor the effectiveness of Literacy & Numeracy Strategies & other subject policies as required

Ø  Consider the Healthy Schools Agenda

Premises, Health & Safety Committee

Responsible for:

Ø  Review Health & Safety Policy on an annual basis

Ø  Monitor Risk Assessment Procedures

Ø  Produce the letting policy, review annually the charges for hire of school premises and conditions of use

Ø  Inspect the school site and buildings to enable maintenance and improvement, including security

Ø  Agree Offsite Educational visits

Ø  Comply with the schools Health & Safety Policy and consider training needs

Ø  Comply with current fire safety legislation & regulations

Ø  Receive reports/audits from Health & Safety representatives

Ø  Refer items to the Central School Safety Committee as necessary & receive minutes

Ø  Maintain the accident statistics and trends so that reports can be made to the Governing Body & Council

Ø  Establish & review an Accessibility Plan

Ø  Consider & make arrangements on risk management issues

Ø  Ensure staff. Governors & pupils undertake the online ‘In the line of Fire’ Training

Ø  Any item referred by the full Governing Body

Finance and Staffing Committee

Responsible for:

Finance:

Ø  Produce & approve the annual budget and present it to the full Governing Body for information

Ø  Review the actual expenditure and monitoring statements at least once a term

Ø  Receive & Review the financial projections

Ø  Approve expenditure and virements of sums over £1000, sums below that amount are delegated to the Head Teacher

Ø  Conform to the Financial Management Standards in Schools

Ø  Assess the financial progress towards achieving the objectives in the School Improvement Plan

Ø  Review of leases & contracts – including traded services

Ø  Ensure Best Value principles apply to services purchased with delegated monies

Ø  Review the financial implications on the budget of the Pay & Conditions document

Ø  Receive Section 52 Statement

Ø  Receive the annual accounts and certificate of audit of the School Fund Account and other voluntary funds held within school

Ø  Assess the schools insurance cover to ensure that it provides adequate protection against risks

Ø  Review and approve the petty cash to be held by the school

Ø  Ensure LA standing orders are complied with

Ø  Obtain quotations with a view to placing contracts/orders, once the relevant Committee has drawn up a specification

Ø  Identify priority areas in April in anticipation of any under spend

Staffing:

Ø  Staff Grievance and Discipline (in line with school policies)

Ø  Staff dismissal, redundancy and redeployment

Ø  Consider applications from staff for variation to contract (secondments, early retirements, leave of absence, job share etc.)

Ø  Ensure all personnel records are held securely

Ø  Review annually the staffing of the school ensuring that it meets the requirements of the curriculum and is in line with the School Improvement Plan

Ø  Review the pay of staff, in accordance with the Governing Body Pay Policy

Ø  Review staff work/life balance, working conditions and well-being, including the monitoring of absence

Ø  Implement the Performance Management Policy

Ø  Equal Opportunities

Ø  Establish & maintain rolling programme for Criminal Background Checks (DBS)
